  • Public charging will be needed, but it is expensive if not well utilized and needs to be expansive to cover full driving patterns

Dan Sperling, UCD and CARB

  • Zero emissions vehicle (ZEV) program has led a tortured life but has been an instrumental program in getting us to where we are now
  • Current ZEV program very complicated. In summary, 2012-2014 requires 25,000 or variations. in 2015-1017 it is roughly doubled.
  • ZEV problem will be simplified by stripping out silver and bronze categories and
  • ZEV will focus on GHG rather than local air quality since cars have become so clean that it is hard to make pollution improvements.
  • Goal is to have 10-20% of vehicles to be ZEV by 2025.
